What govt. has for its contractual employees working as regular staff in govt. for more than 5 years?

say from 2003 or before, and doing there job with sincerity and integrity and performing important public saving jobs like prevention, care and control of tuberculosis, hiv/aids, etc.

disappointingly , the sixth pay commision is silent on the status of contractual employees of the goveernment. :-(
the pay commission has not met up to the standards expected by the indian labour conference too..
