Tax dollars on HIV and AIDs?

Does anyone know (preferably from a source) how much money from our tax dollars goes to fund testing for HIV/AIDs. I know that you can go to a "free" agency to get tested. How much are we paying for this? Or, an estimate on how much an HIV test actually costs (not just the "little to no fee" that our tax dollars picks up). For instance, if you had no insurance and went to a regualar clinic, how much would you pay.

I can just speak for the little I know, not for everywhere.
I know that a rapid test costs about $2 each. Now if you get into the regular blood tests, I dont know how much that would be, when you add in lab fees.
