What is the different between confidential and anonymous testing for HIV?

Confidential testing means that they aren't going to tell anybody that you were tested. ANONYMOUS testing means that YOU don't even tell them who you are.

confidential testing goes on your medical record, and if you test HIV positive your name is given to the health department so they can get a list of sexual contacts (name based reporting). confidential testing can affect your health insurance rates, even if you test negative.

annonymous testing is completely private. they give you a number and connect the testing and results to the number rather than the person. it does not become part of your medical record, and if you test positive the health department is notified that a person tested positive, not who you are (number based reporting). it never becomes part of your medical record.
