Should the couples to be married undergo HIV test?

If they are both never had sexual contact with anyone, then it is a waste of time and money.
If either had (or been had), then they should, the sooner the better.

yes everyone who is sexualy active with various partners should test themselves twice or at least once a year.

Everyone regardless of how active they are sexually should undergo the test!! Be safe than sorry ;)

it definately isn't a bad idea. when I got married, 6 years ago, my state required HIV and STD testing.
