Not necessarily from what I am reading. They may not have had the virus in their body long enough to test positive or they may be taking immuno-suppressive treatments that will sometimes throw off the results.

That depends. If the test is only sensetive for "400 copies per mL" and can't go any lower then that, it either means they're negative, or they have less than 400 copies per mL of the in their blood.

Get them an ELISA test. It'll check for antibodies in the blood. Either way, 400 copies is pretty low, and the virus won't be affecting your T-cell/CD4 count at that level.
