HIV Group O ("Outlier group") is mostly found in Africa. There have been a few cases in America, though.

The "standard" HIV test performed by blood banks (and by most laboratories) doesn't always detect this type of HIV. So the FDA added these questions to its screening:

1. Were you born in or have you lived in any of the following countries since 1977: Cameroon, Central African Republic, Chad, Congo, Equatorial Guinea, Gabon, Niger, or Nigeria?
2. If you have travelled to any of those countries since 1977, did you receive a blood transfusion or any medical treatment with a product made from blood?
3. Have you had sexual contact with anyone who was born in or lived in these countries since 1977?

If you answer "yes" to any of the above questions, you cannot donate blood.

Short answer? The Red Cross tries to test for all types of HIV. If you're at risk for HIV, the FDA does not recommend you "use" the Red Cross for HIV testing, as no HIV test is 100% accurate.
