Gential inflamation isn't always HIV. In fact, alot of HIV's symptoms are common symptoms of other infections too so you cannot rely on the thoughts of it being HIV. You could have a simple run of the mill infection that just needs to be treated by your doctor.
HIV tests are considered conclusive as of 6 months. About 90% of people tested at 3 months can consider it conclusive from the last date of there possible exposure. I do find it also good to test at 6 months, but that is your personal choice. It's rare that anyone who's has HIV wouldn't show it on a test at 6 months.

Best thing to do is to contact your doctor with the symptom you are experiencing. They will run tests and an exam to see what could be the problem. It could be a variety of things, even the winter weather due to the air being so dry.

if you admit to insures you have had an aids test they may not insure you. the way to get tested is to give blood, they then test it and let you know if you are suitable donor, ie HIV negative

Yes, you can test negative this time but then have to go back and get retested in another month. Depends on how long ago you think you may have possibily been infected. Genital inflamation doesn't mean you may have been infected with HIV (unless you were with someone who is HIV+) so get yourself checked out by a doctor as well as the HIV test to see if it is something else.

HIV generally doens't have symptoms like inflamation. That sounds more life a bacterial infection or a milder STD. The good news is that most are cured with a cycle of antibiotics. The bad news is that the longer you let it go the higher the odds it will do permanent damage to your reproductive system.
