They cannot collect information on you (including HIV) unless you give them permission. The HIV consent is usually in the medical authorization, if you signed one. Sometimes it is a separate form. Ask the agent and read what you sign and you'll know.

If you do not give them permission to collect the information, they do not have an obligation to offer you coverage without that information and will almost always turn you down. There are companies that will cover you but hiding something this large will just get your policy canceled if you get one.
