HIV transmission debate !! Top contributors HELP!?

HI, I was reading on the internet through different websites contradicting informations. But one of the medical website claimed that HIV transmission is not possible even if the penis get in contacts with the wet vagina hole. They say the infecting secretion is found way inside the vagina in the cervix level and that is different of the fluid that is secreted when woman is aroused and you need PENETRATIVE sex only to get a chance of being infected. SEX without penetration is considered safe. Any idea please ? Is this correct ? Please Help

HIV is a virus. Its in the blood and that circulates over every inch of her body, especially near any mucus membrane.
