What practice assumes that all blood and certain body fluids pose a risk for transmission of HBVand HIV?

Its called universal precaution. It means to treat ALL body fluids as capable of transmitting disease. This includes wearing a face mask, face shield ( protects against splashes), gloves, covering for shoes, gown, etc. Sometimes they hang a sign on the hospital door to warn people before entering if the patient has an oozing wound, coughing up body fluids, etc. This is to tell someone that a face mask, shield, etc. is needed BEFORE entering the room. HIV positive patients fought to get the signs removed and won. The nurses usually will warn someone if they are collecting a specimen from a HIV positive patient.
I have collected blood specimens from HIV, maniac depression patients, etc. and have welcomed a warning from the nurses in case they try to inflict harm on myself. There are some patients who will try to grab the needle and hurt themselves or others.
