Catholics and AID ,explain to me why they get so much to help but will do nothing to prevent?

http://news.yahoo.com/s/ap/20060129/ap_o... Your tax dollars at work??????
President Bush's $15 billion effort to fight AIDS has handed out nearly one-quarter of its grants to religious groups, and officials are aggressively pursuing new church partners that often emphasize disease prevention through abstinence and fidelity over condom use.
another paragraph is...
Catholic Relief Services. It was awarded $6.2 million to teach abstinence and fidelity in three countries; $335 million in a consortium providing anti-retroviral treatment; and $9 million to help orphans and children affected by HIV/AIDs. The group offers "complete and correct information about condoms" but will not promote, purchase or distribute them, said Carl Stecker, senior program director for HIV/AIDS.
So okay they help after the fact instead of before. They are handed millions and do little

These organizations do not believe that handing out condoms is the best way to prevent the contraction of AIDs.

They believe that it is better to promote chaste sexual practices and a proper understanding of sex and marriage. They also believe in teaching people good hygienic habits and disease prevention. These organizations believe that developing good habits and using sex properly will do more to prevent future cases of HIV/AIDs than handing out condoms.

They believe that by spreading Catholic beliefs about sex and marriage, they will do more to prevent the spread of AIDs. Catholic countries in Africa have a much lower HIV rate than non-Catholic countries.

For example, note the following from bioethicist Amin Abboud:

""On the basis of data from the World Health Organization," reports Abboud, "in Swaziland where 42.6% have HIV, only 5% of the population is Catholic. In Botswana, where 37% of the adult population is HIV infected, only 4% of the population is Catholic. In South Africa, 22% of the population is HIV infected, and only 6% is Catholic. In Uganda, with 43% of the population Catholic, the proportion of HIV infected adults is 4%.""

They also do not believe that condoms are actually an adequate barrier for the HIV virus. Condoms have small holes, and these organizations maintain that the virus is 70 times smaller than the natural holes in condoms.

Now, you may disagree with these organizations, but you asked for the rationale.

Short answer: It is theological.

I believe it is because of the Catholic doctrine of the immortality of the soul. Since this doctrine is based on Greek and other earlier traditions and not the Bible, it is unfortunate that the Catholics still adhere to it.

Although the following link talks about death and not sex/birth, one can see the Biblical teaching of the nature of man as opposed to the Catholic tradition.

Opposites do not attract.
