Is the medical/scientific World deliberately refusing to provide vaccine for HIV for some reasons?

You hear many theories, I even once attended a Christian lecture where the pasture there said that he has seen a HIV infected man being cured in front of his eyes, but the vaccine was not allowed to be released. He said that HIV infected people can live a normal life span with a lot of expensive medicine used daily and pharmaceutical companies will lose out big time if people all of the sudden get vaccinated and cured.
I don't doubt him, I just think a big conspiracy like this will eventually break out if its true.

No. There is no vaccine for HIV. The main reason is that the virus mutates so much. One vaccine may kill or prevent some of the mutations, but not all of them.
