Why have scientists been unable to develop an effective vaccine for HIV?

It is and autoimmune disorder, its almost like trying to cure autism.
Autoimmune diseases and syndromes are some of the toughest to cure. Along with cancer, ( and by cancer i mean a cure, not treatment) autoimmune disorders like CF (cystic Fibrosis) and Muscluar dystrophy, aids, hiv, and parkinsons are impossible to cure. Medication is available to help supress symptoms but no cure. With recent funding for embryonic stem cell research granted, some autoimmune diseases like parkinsons, and muscular dystrophy can actually be cured.

Because it mutates at an incredible rate. As soon as something is found that affects it, it mutates and the vaccine is no longer any good.

Perhaps it needs massive funds for intensive research and I think rather than wasting money on war in Iraq, Afghanistan, etc, if the US spent those billions on this research, they would bring true peace to this world.

because they are not affected by HIV......
