If there is only one HIV virus enter your system, will it eventually develop into AIDS?

Not necessarily. Your body can reject it or it can die.

That is why they say that a person with higher "viral load" is more likely to infect a partner.

In fact wiki states that unprotected penile/vaginal intercourse only poses a 0.1% risk of transmission.
