I want to start my own business opening a personal care home for men or women homeless living with HIV?

Or I would like to target homeless pregnant women where do I start

Whichever the state will pay the most money for. I can't really see how this is a business as the IRS would evaluate you for "profit motive" and there can't really be one. In order to establish profit motive you have to have some sort of product or service that you can sell at a profit and make money. The homeless living with HIV, or homeless pregnant women simply don't have any money or likely the means to get it. This means that the "service" you are providing is never going to get paid for.

You really should consider starting a charity which is what you will be running. The IRS tax code on this is 501c(3). I have attached a link to a site that appears legit and is BBB covered which may be able to help. However I can't be 100% so as always be careful and consider googling setting up a 501c (3). The benefits to doing this are:

1. You have the ability to solicit donations which is how you get paid and continue to provide services. When people donate to you they get a tax deduction while helping the homeless. This makes them feel good and you can do the work that you want.

2. You have the ability to get funding from the state or federal government agencies. Don't overlook this as government agencies are basically bottomless pits of money with extremely little concern for how you spend it.

3. You can tap into other charities such as churches, shelters, food banks, soup kitchens and the like as a like minded chairity and they will probably be more accepting than if you are trying to turn a profit (which you must do in order to take deductions in a for profit business).

4. You will need to form a board in order to get truly recognized as a responsible charity but that can also help. Enlist people of power to sit on your board that way you are attached to those who can add more legitimacy to your charity and they won't be holding out for honoraria or stock options.

5. You can still get paid and paid well for doing good work that is rewarding.

Good luck with your venture I wish you well.

I know someone who opened a home to get hookers off the street. It was a place to get cleaned up and go get a job. She was in in for 5 years and her first graduate went back to the streets and it broke her heart. They closed up after that. But make sure you are emotionally ready.

Talk to the City you live in, they might help you buy a location or rent a location. They're willing to get them off the streets.
